For a long period in the late 19th and early 20th centuries there was severe hostility to Basque ranchers and sheepherders. An Idaho newspaper complained in 1909, "These fiascos . . are on a par with the Chinaman. . They are filthy, treacherous and meddlesome . . clannish and undesirable . . " As the 20th century progressed, the image of the Basques changed. Basque sheepherders became greatly prized, so much so that Congress, at the urging of Nevada senator Patrick McCarran, passed special legislation enabling western ranchers to bring in sheepherders as contract laborers.
These men helped set artistic standards and taught and inspired budding American artists. By the late 18th century it was the American-born artists who became immigrants, studying and sometimes settling in foreign capitals, especially London. The most important of these were John Singleton Copley and Benjamin West, who became painter to the king and president of the Royal Academy, never returned to America. In the 19th century few important immigrant painters came to the United States, but two of the most important American painters, James Abbott McNeil Whistler and John Singer Sargent spent most of their professional lives in London or Paris.
